You definitely get the websites promised, but remember that every website requires a domain name which costs money. Adsense sites can produce a significant income IF you can get traffic to them - which is difficult to do without unique content or an anchor site sending traffic. There are better adsense programs out there. This one is OK, but nothing to get too excited about.
