I built a couple of sites with the SBI program and there is certainly nothing wrong with it. I just think it is more for people who have a small business and are looking for some internet footprint to enhance a brick and mortar business. The SBI website is a pretty confusing place to navigate and you’re likely to only visit a couple of areas, the forum and the link pages. The sales pages you can link to are actually a pretty good feature if you want to sell SBI as an affiliate. If you want to target a certain segment of people (like retirees) there is a page designed specifically for them to land on. A good idea for affiliates.
Site Build It is awesome. It is the only program I use and I don’t know why anyone would say it can only be used if you have a brick and mortar store. It goes way beyond that. Site Build It! provides you all this stuff:

That’s what I like about Site Build It. It takes care of all those factors with a suite of tools and resources aimed at business building, not ONLY website creation.
